Anyone super familiar with the Dell Precision T3600? PCIe expansion card limitations?

I've got a T3600 I'm using as a server.

 

I have a old 2 slot video card in the primary PCIe. I added a USB3 expansion card in one of the other PCIe. Then, when I put it into server duty I added a network card with dual port for teaming.

 

When I did that the USB card quit working. I've since moved the cards around a little bit to no avail. I haven't tried all combinations I don't think, I wanted to figure out what's going on.

 

The manuals from when the T3600 was released elude to some possible limitations on what KIND of card can go where. But that may have been limited configurations from the factory not sure.

Dell Precision T3600 workstation

Windows Server 2019

32 GB ECC RAM

SATA SSD for OS, 2 HDD for storage.

Dell Intel dual network card off ebay

Some USB card from amazon

ATI graphics card
