So basically I built this server in 2016, and other then replacing one of the red servers, I would like to stream 4k content to a couple roku tvs I have around the house. I was just curious what I should upgrade. I would like to keep the motherboard and maybe upgrade the cpu to probably a xeon processor, but if there's a better solution, I would be down with it. I'm running Windows 10 on it, and can access it via tightvnc.

What's the reason you're upgrading? Is it a transcoding issue? If it is, it might be cheaper to just get clients that actually support proper codecs like an Apple TV 4K and the Roku Streaming Stick 4K.

That system is extremely powerful for a Plex server. For reference, I host one to my home and a friend, all off a Raspberry Pi. I simply ensure that anyone streaming is using an Apple TV or Roku device.

It's a transcoding issue, I would like to be able to have more people watching and be able to stream a decent 4k connection. But I don't want to spend too much, but if need be I will. I. The CPU is at 100% alot of the time, even when theirs not movie streaming from it and I cleaned out alot of dust from it recently.

CPU transcoding of 4K H.265 content is not rely viable. You would need a GPU with H.265 encode/decode features. Or like I said, invest in better clients. Roku 4K streaming sticks are like $40 USD. Apple TV 4Ks are like $160.

So I would need a GPU in order to do this, to be fair, 4k is really a priority right now but it would be nice to have, I but I would really like stable transcoding, and I feel the CPU isn't doing a good job with that.
