New Build - GPU performance issues - 3090ti

Firstly, thank you for taking the time to read this post. 😀 Lets Begin.
I recently built a new PC using the following specs.

Frequently asked questions:

BIOS: Yes, it's the latest version. 3.90

Game Ready Drivers: Yes, I've tested the 3 latest versions of the Game Ready Drivers. ( 516.40, 512.95, 512.77)

Overclocking: No, I am currently running the CPU and GPU at standard settings. No MSI Afterburner settings. Max temp set to 83c. 

GPU State:purchased this GPU from Newegg as "NEW". 

Test Workload: I am running these benchmarks with no other active applcations. 4 monitors plugged in. Benchmarks ran on my 360Hz monitor.

Monitor Drivers: All monitor drivers are 100% up to date.
 

GPU Problem:

I had noticed that my GPU was under performing extremely bad when testing against 3DMark and Userbench. I've also noticed that my in-game performance for games like, CS:GO (200fps avg.), RUST (65 fps) , vRising, etc... is just horrible.

As you can see these numbers are extremely low compared to many of the user reviews I've watched.

Most people are getting around 22,000 Graphics score in 3DMark. 

Here's an example of someone with that score but using much worse hardware.

Thanks to Newegg I still have 25 days to return my GPU for a replacement if it turns out that's what needs to happen.

When you built it for gaming, you took the wrong CPU. 2nd gen Threadripper (Zen+ cores) is terrible for gaming compared to Zen 3 and Intel 12th gen. Even a Ryzen 5 2600X perorms better in games than your to expensive TR.

 

At what speed is the RAM running?

Much worse? Absolutely not. 5950X performs 2 times better in games. Where your TR generates 60fps, a 5950X does 120.
