Can I run 3600MHz RAM on a Ryzen 7 5700X even though it's top rated memory speed is 3200MHz

 

Budget (including currency): $2500 USD

Country: USA

Games, programs or workloads that it will be used for: I like to play some mild games like Minecraft, and elite dangerous. I will mostly be using this for remote working. We run a lot of chrome tabs. Like a lot.

Other details I am going for an all white build running a white asus b550 Motherboard, 32 gigs of Corsair ram, I have a 1000w Corsair power supply and a 3700TI on the way. I am also running triple 27" displays

No, they're the same CPU +- 50MHz. Performance is identical.

Yeah, the memory controller in Ryzen 3000/5000 series chips is pretty top notch, being able to run 4800MT/s+ pretty easily if you desync the infinity fabric. The FCLK (infinity fabric) for best performance needs to be run in a 1:1 ratio with the DRAM frequency. Basically every Ryzen 5000 series chip can do up to 1900MHz FCLK, so 3600MT/z (1800MHz DRAM frequency) is very possible assuming you've got a good kit of memory and a board with a half decent memory topology.

 

The problem is Corsair's XMP profile they've got tends to have issues on Ryzen systems, so unless you already own that kit or want to be doing manual tuning of the kit, I'd get something else.

Go to the website for your mobo and have a look in support for the memory compatibility.  It goes by cpu type and speed.
