Will there be a bottleneck?

If I have a 9900k cpu will it be bottlenecked by a 3080ti or if the gpu will get bottlenecked by the older cpu; or will there be no change at all and everything will run smoothly?

There’s always a bottleneck. That’s what keeps your computer from running to the moon. 
You haven’t said what tasks you’re using them for and what resolution you’re playing at.

1080p? Likely in some cases. 4K? Not so much.

 

The i9 9900K is just an i7 11700K comparable CPU. Zen alternatives would be the 3700X to 5700X.

It's still more than fine.

I have an i9 9900k with a 3080 ti.

Things do run smooth at all resolutions but at 1080p and 1440p it is left behind by CPUs like the 5800x in some games.

 

Looks like this.

Shadow of the Tomb Raider with an EVGA XC3 Ultra 3080 ti.  When the i9 9900k and 5800x used a 2080 ti they produced the same frames in this game. 

                                  1080p        1440p       4k

i9 9900k(8 core)        169fps        154fps      96fps

5800x(8 core)            198fps        163fps      96fps

 

With a game that do not bottleneck at 1080p and 1440p it produces the same frames.

Here is Horizon Zero Dawn on ultra.

                                 1080p        1440p       4k

i9 9900k(8 core)        155fps        138fps      88fps

5800x(8 core)            156fps        138fps      89fps

 

At 4k there is no upgrade to an i9 9900k yet.
