Hi, I have this 2 months old set up:

I5 10400f

Biostar h510mph

6600xt red devil

cooler master g700 gold

I noticed while playing warzone without earbuds that the cpu fan is going loud on and off

On msi afterburner , while gaming:

cpu temp was hovering between 75 and 85c (max 88) at 40-60% usage, power draw 50-55w, all core have similar usage and temps clock speed (4006)

GPU usage 90% with 61c temp

On idle

CPU temp  was hovering between 40 and 60c (max 66) at 10-15% usage, power draw 17-22w, all core have similar usage and temps and clock speed (4006)

What's the issue, I removed the tempered glass side panel for more air flow and put case fan to max speed but nothing worked.

The temps were normal a while ago, I remember idle temp was 30-35c.

I'm suspecting its because of thermal paste but the CPU is just 2 months old and brand new, can thermal paste wear out that quickly?!

What cooler are you using? It seems to be an issue with the thermal paste or mounting pressure. Double-checking your mount, and reapplying paste with some Kryonaut, should help.

yea stock cooler, I turned off the pc and after 12 hours. The temps are back to 30c at idle, maybe cuz its summer time

Stock cooler "works" but it won't be pleasant.

Spend $20 on a generic tower cooler for better reaults

can the board lead to high temps?

sometimes

If the board doesn't have a proper cooling system for itself and a proper power delivery for the cpu you can lose a lot of performance

Take an I7 10700

Put it on a Gigabyte B460M DS3H

Cpu will run at 80c+ and you will lose performance, saw that happening

On the other hand

Take an I5 10600k and put it on a Gigabyte Z490 AORUS Ultra and you'll be able to OC it until you reach the silicon's limit (with proper cooling ofc)
