Yes, the 4pin is for extreme overclocking, 1x 8pin is fine.

But if you have a 750w psu, it should at least have 2x 8pin cpu cables, and those 8pin CPU cables are actually 2x4pin, so split one of those to get that 4pin.

If you're running a 12900K(S), I would want the extra 4 pin plugged in, but the board will turn on with just the 8 pin plugged in, and the 8 pin can handle ~400W by current spec on the connector, so if you aren't gonna be near that 400W limit there isn't a reason you need the extra 4 pin. 

 

It doesn't hurt to have it connected, but since that connector is hard to reach when you're in a case I wouldn't blame you for not bothering to plug it in.
