Power it down, unplug everything, and lightly press on GPU, DIMM modules, and cable connectors to ensure they are seated properly. I have a virtually new 5900X / RTX3060ti build completed in March that started acting stupid in similar fashion at random. Finally refused to fully start the other night. Opened the case, did as I just suggested, and no further problem. I think sometimes the expansion and contraction of normal heat cycles between runtime and shutdown can sometimes compromise a component's or cable's contact with its socket.

 

If this doesn't correct the problem, you may be looking at a faulty PSU, weak / flaky capacitors or something. Does this only happen after an extended period of being shut down, or does it occur on restarts also? If it's more prevalent on extended shutdown periods, capacitors could be to blame, as they shoulder the startup surge load and will prevent a startup if they bleed voltage when the machine is off. For example, if the problem doesn't happen if powered back on within a few minutes, but it does if shut down for an hour or two, that could point to capacitor issue with the PSU.

Without more detail I would be looking at your motherboard, power supply, and power source. Might also be worth trying another power button as a low cost option if you have another case laying around. Honestly could be just about anything though.

 

Are there any other symptoms? Spinning fans, lights, noises, display waking and saying no input, ............

why not just short the pins with a screw driver as a free test option?

 

op: what are the specs of the system, and what steps have you done so far to try and resolve the issue?

ahh thanks man i did do all this but I think the fault lies in the PSU as i got the jankiest psu recommended by someone else.. shouldn't have done that :<

like everything would work but the pc just does not boot and this is completely random. like I've learnt to live with it xD but will fix it. thanks

if everything is coming up but your not getting a display then I would re-direct you to trying a different display or hdmi/dp/vga cord.

 

Make sure the display is on and the correct input is selected. 

 

Try a different output from your PC

 

Reseat the GPU (if applicable)

 

Remove the GPU and try using the iGPU (if applicable)
