Lag/skipping issues multiple software, confirmed not network!

Good morning everyone. Hoping for assistance on this one as I built a new PC back in April 2020 and have had consistent lag or skipping ever since. It can be at times mildly annoying and even upgraded to a 3060ti hoping that a better or different GPU was the issue, but sadly no. Below is the link for the build as well as the list of core components. I have also tested the network with other PC's and hardware and found no similar lag with any other equipment which leads me to believe it is hardware related on this PC.
