I need to cap CPU usage on Arch, at least for a few more weeks

You can try cpupower-gui in AUR or few other alternatives according to Arch wiki.

Through Windows power plan, you can cap the CPU % to whatever you want

This seems to be exactly what I need, but sadly isn't helping one bit. Still marked as solved

Thanks but I actively avoid running Windows or any Microsoft products.

If it's not thermal related shutdown, have you try running the laptop w/o battery?

Won't post without one, It's not thermal, but Dell didn't use threadlocker so screws kept backing out... So I used some of my own and nah this poor thing is never coming apart again.
