For the ~$1500-1600 budget for the PC itself, you can do quite a bit better. 

  1. The i7 12700f is quite a bit faster than the 5800X and is the same price. 
  2. The Thermalright Peerless Assassin 120 is quite a bit better for the same price as the Hyper 212.
  3. A B660 board should do just fine for this system. 
  4. You can't tell the difference between a Gen 3 and a Gen 4 drive for normal desktop workloads, might as well save some money there. 
  5. You can get a 3070 instead of the 6700XT, a faster GPU. Another option would be to drop the CPU and cooler down to the 12400F and a $20 air cooler and bump the GPU up to a 3070 Ti/3080. 
  6. The 850 GA has had reported issues with 30 series cards, you should avoid it and get another PSU instead like the RM850. 
  7. The P12 A-RGB fans perform better and are $20 cheaper, might as well.

EDIT: For just gaming there isn't really that much difference between the 12700F and the 12400F, but there's a pretty noticeable difference between a 3080 and a 3070. If you change that and a couple other things around, you can get both for the same price.

If you arent comfortable with the psu theres the thermaltake pf1 80+ platinum at 115$ if its still going for that price, for an 80+ gold psu dont pay over 110$

 

If you dont need wifi and wanna go atx the h670 pg riptide is 20$ less along with the nx260 which is 5$ less but youll need a rear fan like arctic p12

 

Aesthetics is the last thing you should focus on so as long as it isnt an eyesore ignore it till youve maxed out your build spec and use the remaining budget for aesthetics so think of it as an afterthought, use leftover budget and dont bother allocating budget for it, this way you dont end up with overpriced garbage cases or fans

With the games listed, I would not even think about an i7 or a 3070 TBH when the 6700XT is identical in all these games for a decent discount (features shmeatures for stuff like this).  I'd just go down on the budget and get a really nice monitor.  A 12400F with a 6700XT should run circles around all of those games with resources to spare, so I'd just pocket the money for skins and season passes or a better monitor.  And honestly for this kinda PC if $60 is a big deal a 12100F is gonna perform identically as well.  

 

This parts list includes a 3440x1440 165Hz monitor for $1500.  If you already have a monitor the tower is $1000 and it'll play everything you listed at a very high framerate on ultra.

If you want a 6 core you could swap in the 12400f for $60 more.  This case includes RGB fans so that'll save you some money.  The motherboard has decent heatsinks for a 12100f or 12400f and onboard wifi/bt, so at $140 it's a pretty good deal.  You don't need an aftermarket cooler for either of those CPUs, but you could get one for another $30 if you wanted to.
