Long story short I need cheapest GPU I can find for smooth playback using MadVR using Spline or Jinc upscaling algorithm. Is 7730 or GT 630 enough for the task? because my A10 5800K just not enough for it.

For you who don't know about MadVR, it is basically video renderer for MPC-HC that makes low res videos like animes from 90's get upscaled and look as if it has been HD remastered.

Go with the EVGA GT 630 http://www.amazon.com/gp/product/B008Y8PON8. It will easily be able to handle video streaming in full HD.

Cooler Master HAF XB EVO, ASUS Maximus VII Hero, i7-4790K @ 4.5GHz, Corsair H100i, EVGA GTX 980Ti SC, Corsair Vengeance Pro 2X8GB 1866Mhz CL9, 2X Crucial M500 960GB, EVGA SuperNOVA 1050 GS, ASUS ROG Swift PG278Q w/ nVidia 3D Vision 2

You could get an r7 250 or something and run it with your apu in dual graphics mode. Although I don't know which cards are validated for the A10-5800k. But you will get high performance for a low price.
