You can ask your ISP, but it might not be free (or even available on a residential connection).

 

The supply of IPv4 addresses is very limited.

 

I think you can get a public address from Oracle Cloud, but you're "limited" to 10 TB of transfer per month.

You're better off setting up dynamic DNS.

Setup a dynamic dns service, they do what you want but instead of entering in an ip address, you enter in a url. No-ip is the one I use, you do get one for free, though you need to remember to renew it ever 1-2 months.

Not without one being allocated from your ISP.

 

Best option is to set up Dynamic DNS to give yourself a DNS record that points to whatever your current external IP is and use that instead. I use Dyanmic DNS for remote VPN access to my own network, works well.

Asus routers have their own Dynamic DNS, free.
