PC Boot Loop

My PC is doing a bootloop every 4 seconds. I have a motherboard speaker but it does not beep when I turn it on. I do not understand the mobo lights since it goes from VGA to CPU and then retarts. Ive done everything, clear Cmos, used only one stick of ram and checked every dimm slot, and booting it up with only one stick of ram and the cpu. I do not have the money to buy parts and check which one is the faulty one.
