I want to restore an EFI backup that I had made for an old laptop that was dual booting windows and macos (yes, it can be done, through much trial and error). I'm trying to access the Efi folder by using diskpart, selecting the partition and assigning it a letter, but when I try to access it in explorer, it won't let me in, saying I have no permission. The folder also doesn't have a security tab under properties to try and tweak the permissions. Does anyone have a solution? This is a vanilla win 10 install too.

You could try a Linux live-USB. Boot from that, then access/mount the partition from there. Obligatory: back up your files before you do something like that, in case you mess up and have to reinstall.
