Cpu Stuck at 3.19ghz while playing or benchamrking!

So My Cpu Is i5 4570s And While I Am In Desktop My Cpu Stay around 3.20,3.50ghz But While Playing Or Benchamrking It Stays Only 3.19ghz 

I Have Lenovo E 73 Motherboard

Boot into bios settings, set as default, boot back in, check if it's still the same, if you touched your settings like core speed in non-k models it might do that in my experience

Sounds like it works exactly as it should in a poorly cooled laptop.

Boosting when little to no load, and when it actually has to do something, it drops to base frequency to not cook itself.

Most cheap laptops from that era behave like that, nothing to worry about or do, it is just how cpus behave to stay healthy.

IDK As Soon As I Press Start Benchmarking It Drops To 3.19ghz AND Its Not Poorly Cooled The Temp Never Got Higher Than 55c

Then a Power or a Voltage limit.

All laptops drop their Ghz based on how many cores are in use by some margin.

No, the all core turbo is 3.2GHz. It goes above that only when you don't have load on the other cores
