Both are important but capacity is something you can't change easily so keep that in mind.

Neither are particularly relevant. A 6700XT is clocked higher and has more VRAM than a 3070, yet the 3070 is the overall faster GPU. You need to compare the specific cards in games/benchmarks, the advertised clock speeds are pretty meaningless since GPU boost algorithms get basically all AIB cards within a few percent of each other. VRAM capacity matters a little more, but its one of those things that more only helps as your using it. If you're not gonna reasonably use more than 8GB of VRAM, having 12GB+ doesn't really help performance.
