2060 is like 25% faster than the 1660 Ti and Super, supports RT (but it's not amazing at that), supports DLSS and is only slightly more expensive. So definitely don't get the cheap cards. This specific 2060 has a terrible cooler. It reaches like 80c and is stupidly loud. You can undervolt it but I wouldn't get it you care about noise. Is there a different model 2060? The 6600 is what I'd get here, much better than everything else, but it's also priced a bit high seeing your budget.
Another option you should consider is just changing RAM. This is much cheaper than a new GPU and upgrading from single channel to dual channel could really wake this thing up (it gives about 2x the performance). Not sure what games you want to play, so I don't know if 75fps is possible with just the RAM.
