Webcam not working on any program

Hello all,

 

Im having trouble with my webcam or both in fact as I got a new one as I thought the old one was broken.

 

When i open the camera app I was getting 0xa00f4288 but since updating now getting 0xA00F429F<WindowShowFailed>(0x80070002)

https://webcamtests.com/ says  "Apparently, your webcam is being used or blocked by another application. To start your webcam, you must temporarily close that application."

Discord camera test is just a black rectangle

Skype camera test is a black rectangle

 

I have tried a few things already:

1. reinstall the driver

2. update computer

3.disable and re-enable the camera

4. made sure none of the other programs were open during testing each

5. got a new camera and the same problem persists

6. followed a tutorial on editing the registry didnt work

 

I really dont know what else to do at this point other than a clean windows install but I dont really want to do that. Any suggestions? also please let me know any information you may need.
