Windows 'Shut Down' - PC dont turn off and fans 100%

My friends PC.

 

He says for a few weeks now since a power cut, when he clicks shut down in windows, his pc dont turn off.

 

He says it 'turns off', but fans spin at 100%. He thought it was a PSU issue, but i cant see how thats a psu issue. sounds like a bios issue to me?

 

How can we troubleshoot?

RESET CMOS?

 

What happened  probably is outage messed up the mobo/BIOS and its in some still provide power state while off (which is actually a thing) and thus you need to reset CMOS.
