My CPU (R7 5800X) runs at about 67avg and under load can hit the 95+ marks. I've cleared the "CMOS" so it all runs stock and I've tried undervolting, but it still runs the same. New thermal paste I've also tried. Anyone that got ideas of what it can be?

Cooler: Corsair 360mm H150i

Try taking off the side panel of the case. If that helps you should add fans or get a new case with good airflow. Wether adding fans will help or not depends on the case.

It runs about at a degree cooler. And i already run max airflow as I can in that case and I've tried cleaning it

Definitely sounds like an air volume / flow issue. I have a Scythe Mugen 5 on an R9 5900X with a in a Corsair 4000X case with six 120mm fans (three front, two top, one rear), with an iCUE Commander running a custom fan curve. Package temp ranges from 40C - 76C. So if this is a new build, you may need more fans, higher airflow case or to tweak your fan curve. If this is a previous build that is just now showing this problem (not likely), you may have one or more fans cutting out and cutting airflow. Which case and mobo? VRM cooling is important with some processors.

That's something I've experienced with back and forth. But really seems to be hard to fix, the AIO is pulling air in from the top which is pretty much direct clean air. The problem started building up over about a week

I was guessing an AIO failure bit not sure how often that occasion is

Yes, your AIO pump may be failing. Kinda tricky to confirm too. Check for air in the system first, if that's not the problem I would suspect AIO failure. Personally, I would toss the AIO and go to a Mugen 5 or Noctua NH-D15. While 5000-series Ryzens run hotter than others and while most are safe to 90C under full load (5600X being the exception at 95C), most should be able to stay below 80 under moderate load. FWIW, there's really nothing on the consumer market that requires liquid cooling.

Yeah I'll try taking  it out and run it on the Mobo box as an easy test and just blow the rad completely. The 5800x is also an inferno of a chip so I think that could be something too

5900X has 50% more cores and threads and it can be kept below 80C. The 5800X shouldn't be hard to cool with proper airflow. I suspect your AIO and case are part of the issue. Which one do you have?

Similar to my 4000X, but airflow seems more restricted at the nose. Two questions, is the case loaded up with fans? And are you running 140mm or 120mm fans? Seems to me that a trio of 120s will move more air than a pair of 140s.

I assume you meant 120, not 12. So three up top and three up front? What about to the rear?

Here is a site with some good recommendations on how your airflow should be set up, especially for a hotter-running chip like the 5000-series. HINT: Fans blowing the wrong direction or fans mounted in close proximity to each other blowing opposite directions actually cuts airflow. Might be worth it if you can borrow a smoke machine or something and see what your airflow is acttually doing.
