I really don't care about the rest. A good battery is usually a nice plus stat but realistically not needed.

A used Samsung S10 is a solid option off of eBay for around 200 USD. Might be overkill for what you are looking, maybe a Sony Xperia xa2 ultra for around 80 USD on ebay or a Sony Xperia xz2 for around 130 USD on ebay .

if it says it has A GPS does it also work with GPS only

I believe so, A-GPS stands for assisted GPS meaning that in addition to supporting satellite gps the phone can also use your location from cell towers to more accurately pinpoint your location. I believe that is how it works but I am not well versed in the field of GPS standards so you might want to email someone who professionally works in that field.
