Weird Question. Is it possible to set your Windows 10 to display on a selected portion of your monitor?

I was wondering if its possible.
I have a second screen, but I want to utilize only the top half of it. 

I managed to resize the resolution, now I just wanna move it up on the screen *through the PC settings*.
Anyone know a way to do this?

I don't think there is any built-in way to do it in windows. You can search for virtual monitor splitting software, that's probably what you want. Expect most of them to be paid though.

If I'm understanding your question correctly, I guess you could run windows in a vm window and move it to the top half of the monitor. You'll probably have to finagle with the vm resolution.
