AMD - GPU Scaling stuck ON

Yesterday I was trying to stretch my resolution when playing 4:3, was messing around in the settings and enabled gpu scaling, but at the time i could still toggle it on and off no problem. Next day, gpu scaling is stuck on(toggles itself on), this is technically "fine" I mainly use 1080p, but it severely reduces my resolution choice. How do I fix it? I searched Online and found nothing other than reinstalling drivers and ppl saying even that doesn't work.

 

My monitor is using a hdmi to vga adapter if that influences anything
