First thing I'd try is a reseat - turn off the computer, take the card out and put it back in. It might be that it wasn't fully seated the first time.

 

Beyond that, it becomes harder. Do you have another video card or graphics on your CPU? What are the specs for the system?

I tried reseating it.

My specs are I5 4690k 12Gb Ram(1x8, 1x4) 250Gb SSD 700W PSU

I tried it too with Xeon E5 1650 32Gb Ram 500Gb HDD 650W PSU

Or you can disassemble the card, that's something you can try to see if there are any glaring problems. That's usually a step I'd take after examining the card in software, but I'm glad you're willing to dig in and try to solve this.

 

Nothing really sticks out to me as an issue.

Fans at 100% and no video on the card is usually about as firm a "The GPU core is dead" diagnosis as you can get. You can try taking a multimeter to make sure all the resistances and voltages are where they are supposed to be, and if you have another card it might be a good idea to try reflashing the vBIOS, but I wouldn't have much hope of reviving the card (assuming it was fully seated and all the power connectors were connected on both ends of the PSU). If all the voltage rails are present and there doesn't appear to be any shorts on the card, it's probably a bake and pray card.

That's not a good sign. Does the card show up at all in software if you boot using the iGPU on the i7 or i3? Or is there nothing in device manager?

i was thinking of baking it but in my place there is no place that to do that kind of job

The best way to do that is to get a used toaster oven, since after baking, you can never use the oven for food again. You can try asking some family and friends if they might have one you can have that they don't want anymore, or look on sites like Craigslist or OfferUp to see if you can find one for $10-20. There are a few in my area for $15, but obviously that varies wildly from place to place.
