It's not on the official supported CPUs, but on gaming motherboards they usually aren't but (at least with Haswell and older) they do still usually work. As long s the CPU and board are the same socket it should probably be fine. 

 

That said, if you don't already own one or both of these or are getting them for basically nothing, I wouldn't buy them. Getting something that is a lot faster is not really that much more money.

You basically need to scour your local listings to see what you can find, and try to lowball. For an $80 budget you're really going to be looking at low end parts, but a 6600k and Z170 board should be possible, First gen Ryzen is also a really good plan since you'd actually be able to upgrade to some pretty nice CPUs down the line. I've seen full prebuilts with 3770s (the same speed as those Xeons) go for $80 total, just plug in and install an OS.

 

Pretty much avoid eBay for this. low end hardware on there is pretty terribly priced. It should be considered a last resort since it's usually actually cheaper to just buy new. 

 

I would highly suggest you save up a bit though, $80 is just incredibly low. A used A520 board ($30 used) and a brand new R3 4100 will be $130 and will be well over double the speed of whatever you can find for $100 used. And extra $20-50 will go a long way into making your system better and last longer than maybe a year before either something dies (the motherboards you're gonna get in a bundle sub $80 will be very sketchy) or you just need more performance.

In your case I highly advice you save up to 200$ then you don't end up with a system that needs replacing extremely soon if you want it to play any recent games or the like. You'll save yourself a lot of money in the long run by being a bit more patient at the start.
