Ok so I've got some money burning a hole I'm pocket now I'm currently running a i4440 1150 Intel sockets

16gb ram. With a gtx 1060.

Now I'm having a hard time deciding to spend more money on a new gpu or upgrade cpu mobo etc i also have a 550w power supply

I don't want to bottleneck the gpu but upgrading to a 5600x isn't cheap either. Since I only game I want the most bang for my buck.

What to do ??

I'd upgrade to an i3 12100F, board and RAM, then get spend the rest of the money on a GPU. You should be able to get the i3 and a 6600XT or maybe a 3060 system for your $1200 budget.

But if I already have a quad core what am I getting in a upgrade ? Why not stick with the 4440 and just put the full amount on the gpu ?

There is more to a CPU than just the amount of cores. For games, what actually matters is single core performance, and that i3 is almost double the single thread performance. Also it has hyperthreading so the multicore performance is even faster. Basically it's twice as fast as what you're currently using.

Full refresh. Nothing you have is really worth keeping with an upgraded component when you're spending that kind of money.

I also wouldn't bother doing it now. Prices for GPUs are starting to come down.
