I need to prepare something like this :

I know almost nothing about animation, can you give me some insight? Is there a simple tool I can use?

Not simple, since 3D animation with no experience is hard like anything new, but there are plenty of YT tutorials for Blender on how to animate and do everything, and it's also free.
 

In terms of making it look like that, you just have to make assets that are that theme, low poly I assets I guess is what you'll want to search for on YT to find tutorials similar to something like that.

Isn’t there a way to find and use pre-existing assets?

You could use Source Filmmaker. It has quite a bit of a learning curve, but that would probably be the most efficient way to do something like the video you posted that I know of. You can use the corresponding Workshop for assets.

You can go to places such as Deviant Art and find some models if you'd like

There are many places on the internet where you can find models I think, but I'm not entirely sure where to find them.
