Pc no display and force shutdown doesnt work

so, i built this pc sometime in dec 2021 and now it turns on, fans sound like what your fans would sound like when you boot but always not slowing down. When i try and force restart the power button blinks and nothing happens. i also dont get display so i cant even go into bios
specs:
case: phanteks p300
psu: seasonic focus gm-550 80+ gold

mobo: aorus b550 elite ax v2
ram: SPECTRIX D50 DDR4 2x8GB 3200 OC to 3466
cpu: r5 5600x stock
storage: some 500gb m.2 from west digital

gpu: dell 1050 from a friend who got it from a prebuilt

Probably that video card.  Try a different video card and see if you get a display, but that's my first guess.  If you don't have a different video card you may be SOL, as there's really know other way to know what's going on.  But if by fans, you mean the GPU fans as those will usually spin up for a moment on boot, it's probably an issue with the video card.
