Do thermal pads have to have some sort of adhesive for VRAM?

So basically, I recently purchased a used PC with an rtx 2080. It's doing well, except the VRAM does get pretty toasty under heavier loads at 100+ degrees. And with that, I plan on changing the thermal pads which brings me to this question.

Is some sort of adhesive necessary for thermal pad? And does it have to be on both sides?

I know the question is a bit silly, since it should be obvious, but I'm not too sure about it so that's why I'm asking it here

They're sorta adhesive on their own, they stick to the VRAM chips/heatsinks fine. Shouldn't need any additional adhesive.
