Download Speed

Ok so I have a really nice laptop with a 2070 super and 32GB of ram etc. but I have a unique problem that nobody else seems to have, and I'm wondering if anyone knows how to fix it. So my internet is that new gig-speed stuff but this was still happening with my old internet that was still really fast, so it's not my internet speed that's the problem. Basically, my download speed is utter garbage at like 1.1 MB/s despite being great on any online speed test. So naturally, I assumed that steam might be the issue because that's what I first noticed it on, but sure enough, the same thing happens on microsoft store, chrome downloads, epic games, etc. I have taken my laptop to my grandparents house and got 33 MB/s on their internet, so clearly not my computer. My brother happened to buy the literal exact model of computer as me, but his gets upwards of 45 MB/s on download with the same internet that isn't working for me. I had my computer taken into BestBuy and they said they fixed it, but the problem was still there when I got home. The only thing I can think of is that there is a problem between my computer specifically and my internet specifically, like that connection is limited or something. However, there are no parental controls, Xfinity isn't limiting our download because we have unlimited data, I have tried download after disconnecting every other device from the internet to make sure that the bandwidth isn't being limited by too many devices, I have turned my computer off and on, the internet off and on, and like I said, I get 45 MB/s on speed tests just not when I'm downloading actual substance. I don't know what to do anymore, so hopefully someone can help.

Ok so some pretty big details being left out that need to be rectified. 

 

First, are you using Wifi or a wired Ethernet connection? 

 

Secondly, do other devices in your home exabit this issue?

I'm using wifi but when I plug it into ethernet there is no difference, and no, it is only my device

upgrade chipset drivers and network drivers? . 

 

last time i had similar issue... back then was active download was good, but as soon as download got innactive speed dropped... 

 

i had to reinstall and leave bloatware off the system.

wdym by chipset and network drivers, because my internet is up to date if that's what network drivers are, and my nvidia drivers are all good too
