I need some advice.

What will you use it for? If its just gaming or tasks that require single thread i suggest getting an unlocked xeon like the e5 1650 v2 or 1680 v2, youll also wanna mess around with overclock and bclk overclock as old platforms are mandatory to oc otherwise youll get garbage performance, for bclk oc have a look at those x79/99 bclk oc threads

To give some context, I'm receiving my dad's older build and I'm wondering if I should upgrade from the Intel i7-3820 to the Intel Xeon E5-2696 v2 or if I should just bite the bullet and buy a AMD Ryzen 5 5600x, new motherboard and new ram. The part list below is the specs list and the case is also linked below (case can't be found on pc part picker.)

The machine will be mainly used for gaming and light to medium video editing. I'm not upgrading the machine immediately; I just want to have a plan for the future. I'm also worried that I'm losing performance because of a cpu bottleneck. I'm also going to use the machine for remote gaming (streaming from the machine).

Regardless of what you do, a 2070 will be a good GPU for several more years.
