Have you already uninstalled that video game and tried if your system is still behaving the same every time you start any game?

"downloading a video game"

What game? From where?

Have you used different display outputs on your GPU? Different display inputs on your monitor? Different cables?

Most likely your card is F'd though.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

Yes downloading any game from anywhere. Epic does it, ubisoft connect does it, even xbox game pass games do it. I havent touched any settings or messed with my pc in anyway. Everything works fine until i try playing a new game. All other games before a week ago play absolutely fine.

When the issue happens does turning off and on the monitor help?

If no, use DDU to remove the old drivers in safe mode, and then install them again. If the issue still happens, then this is a dying GPU.

What exact make and model is it? What are the rest of your spec and OS?

In the troubleshooting forum (the forum in which this topic exists), there is a pinned topic—Read before asking for help—you may have received a more insightful answer by now if you had read it!

What operating system you're using, your system specs, and the specific software in which you're having this issue may help in getting you an answer.

To the end of your specific config... if you're using Windows, run the DirectX Diagnostic Tool by running the command 'dxdiag' or typing 'dxdiag' into the start menu. Once in the utility, press the S key and write the information file to somewhere on your computer, and then attach that file (named 'DxDiag.txt' by default, if memory serves) to a reply in this thread.

Asus 2070 super
32gb ram

asrock phantom as motherboard.

I have already uninstalled and installed graphics drivers still the same issue. But this only happens to some games not all that i download. And neither are from the same place when i download them and still happens to some games. Especially Ghost Recon: breakpoint.
