Chances are you can simply update the keyring through pacman, the keyring itself is not protected by a pgp key otherwise any key update would prevent everybody from upgrading.

sudo pacman -S arch-keyring

Generally if there is a keyring update pacman will grab it first automatically before it does what you asked it to.

Main Rig:-

Ryzen 7 3800X | Asus ROG Strix X570-F Gaming | 16GB Team Group Dark Pro 3600Mhz | Corsair MP600 1TB PCIe Gen 4 | Sapphire 5700 XT Pulse | Corsair H115i Platinum | WD Black 1TB | WD Green 4TB | EVGA SuperNOVA G3 650W | Asus TUF GT501 | Samsung C27HG70 1440p 144hz HDR FreeSync 2 | Ubuntu 20.04.2 LTS |

Server:-

Intel NUC running Server 2019 + Synology DSM218+ with 2 x 4TB Toshiba NAS Ready HDDs (RAID0)

it's usually just included with your normal packages, it doesn't go out of it's way to always make sure its up to date before continuing. If you update regularly then you will probably just end up updating it before the old one expires. Once it expires however you need to explicitly install it.

Also, the package is subject to the same requirements as any other package. If it falls to far out of date, you can just manually repopulate it or skip the verification process.
