They should last at least a couple decades.

 

There was a rash of capacitors in the mid-2000s that died relatively quickly because they were made with bad electrolyte. That board's old enough to still have IDE alongside SATA, so it could have been made in that window. (Can't tell for certain without seeing its model number.)

Yes, those caps are definitely bad. How long capacitors can last depends a lot on different factors, such as the environment they were used in, their manufacturer, and their application. As noted by the user above me there was a so called "capacitor plague" in the early to mid 2000s, and a lot of caps from that time period failed early on.

Having worked on hundreds of devices and probably replaced a 1000 or more capacitors, YES, the bulged top is an indicator that they have lost capacity.

 

The worst ones are those that don't have bulged tops but have lost capacity so sometimes a capacitor meter is needed to check things.
