8GB of RAM and a 5400RPM HDD are not doing you any favors. RAM usage is high as its not a lot of RAM to begin with and there is likely a lot of swapping going on which is tying up that HDD. That's going to potentially affect games and make for an overall unpleasant experience. A RAM upgrade and an SSD would go a long way towards improving things.

Most likely maxing out ram here which leads to bad performance. That coupled with only having a slow hdd is not good. As @rickeo said get more ram + a ssd and that will fix it.

If you are on a limited budget i would suggest doing the RAM upgrade to 16gb first.

Oh okay
thanks
But does upgrading to an SSD improve my performance?

Both will help, they did a video on SSD vs HDD and gaming here:

The biggest issue is if the game does not fit into RAM, Windows has to use the hard drive to page out memory.  This can cause really bad stutters on a 5400 rpm hard drive.  Upgrading to an SSD will improve the speed of the paging and shorten the stutters; however removing the need to page in the first place by adding more RAM is what I personally would recommend.   Ideally do both, but as i mention if you do not have the funds, doing the RAM first will improve iin game performance, do the SSD first to improve Windows boot time and game load times.
