If you are running Windows 10 off of the drive you would like to format, Windows will not let you format it. it doesn't want you to kill it so it can gather more data

If you have booted Windows from a drive that is not the one you would like to format, you can do this with diskpart.

If you need help with the commands I can walk you through them.

Formatting will delete all the data. If your using the drive Windows wont allow you to format as it would have to delete itself. In that case you could easily use a Live CD version of Linux or if you stick it in another system as a secondary drive you can format is there.
