Can you format a drive without windows?

I want to format a drive that has windows on it. Is it possible to format the drive without windows and what will happen if I format the drive in windows with windows 10 on it?

If you are running Windows 10 off of the drive you would like to format, Windows will not let you format it. it doesn't want you to kill it so it can gather more data

If you have booted Windows from a drive that is not the one you would like to format, you can do this with diskpart.

If you need help with the commands I can walk you through them.

Formatting will delete all the data. If your using the drive Windows wont allow you to format as it would have to delete itself. In that case you could easily use a Live CD version of Linux or if you stick it in another system as a secondary drive you can format is there.

The best option is a usb stick with Linux on it, Like @Donut417  said.
