Yea that will be fine, just make sure the desk has enough depth. You don't want to be hitting up against it all the time with your feet or anything, not only annoying you could knock cables out.

So im building a desk and i am going to get a 2U ups  to mount to the underside of the desk, and was wondering if something like this would work or should i just loosly set it on some 2x4s down there?

depending on how big of a 2u UPS it is, you may want to go for something more substantial.

 

given you're building a desk, why not just build a shelf for the UPS underneath and give it a nice coat of paint. rackmount UPSes are rather unsightly.
