Microsoft Store install button

MS Photos is installed by default and not selectable for uninstall, so you almost certainly already have it installed hence no install button.

If you bring up a run command and type in "winver" you will get this:

As for snip and sketch, I am thinking the snipping tool which is basically the same thing I believe:

Hmm, have you tried installing using winget? Not entirely sure if it works on Home versions but worth a shot:

Well it certainly seems like there is an issue with your MS Store. Let me see if I can find the offline installer for that app. In the meantime I'm sure if you do a quick Googling, you should be able to find a solution to that MS Store issue.

Yes, try to reset MS Store.

 

Also this kinda suggests it is installed, just broken.

Edit#2: Oh yeah, are you signed in with your MS account? That might also have something to do with it.
