Aio Cooler problem

Since posts get lost to the Ether so updating seems pointless, I'd rather ask a new question on possible new issue, pump on the msi aio makes a cackling noise turning on the heat always throttles so question I'm guessing  its fully dead or installed wrong.

Pump is in the radiator and most claim pump has to be the lowest part of the cooler so is the radiator being at the top of the case bad?
