Resolution? GPU/CPU usage, clockspeed and temp while in game?

Likely just CPU bound at 1080p. That performance sounds pretty good for those parts, IMO. I played that game for 4000 hours between BNet and Steam, just recently retired it.

ah ok but the games performance is bad cus my gpu is only hitting like 50% avg and cpu 45 avg uage

Try running the game with DSR on in Nvidia drivers, maybe 1.75x, this will increase the GPUs workload and possibly ease the CPU load. You may well see higher fps as a result, although you might not see any change, worth a try though.
