Hi all, 
Hoping somebody can help me. 

PC BUILD: 
Ryzen 5950x with Noctua DH15

Thermaltake Full tower Case 4 total 230mm fans. One on the front and one on the side and two on the top and one 140mm exhaust. All in push pull configuration

Asus X570 e gaming on latest bios update. 

32gbs of corsair ddr4 3600mhz cl18 ram i wanted cl14 but it wasnt available when i was building

MSI geforce RTX 2070 super

Boot Drive Samsung ssd 850 evo 

980 pro and 970 evo plus as aux drives as well as 4 4tb western digitial blues

i cant remember now but i have either a 1000w or 1200w gold psu 

Connected peripherals 

Dell 155hz monitor as main

Audient id dac

Anne Pro 2

Master pc gaming race model o

Two ben q 1920x1080p

 

The computer runs amazing 90% of the time. But i have this issue where it randomly will stutter for a second or two and then go back to normal. I also have been having times where the gpu is not being 100% utilized and im experiencing lower frame rates. I also have been having a couple times where gpu went to 20% and then back to 80%. Which seemed to me like a power supply issue. I did add extension cables that are braided to the gpu but that was back in april of last year. I uninstalled the gpu drivers in device manager and then i reinstalled from nvidia directly. So i am on the current gpu drivers. I also tried rolling back to 5-6 months ago for video drivers and still had that stutter issue. I just did a memtest last night and it passed successfully and updated the chipset drivers for the cpu. I reset the bios to defaults. Still getting that stuttering issue. Nothing is overclocked and my cpu is usually less than 25% utilized while gaming. The stutter is random and can happen while idling or while gaming. My idle temp for cpu is 68c and gpu idle is 33C. My mobo and ram are 35-40c. The case is quite cool. I assume its a driver issue but cant pinpoint what is causing it.

I didnt monitor tdp of the gpu while this was occurring, unfortunately. I just found it weird that it wasn't staying in high utilization during peak gaming. I was in tarkov and it was not even maxing out to 100%. I understand that tarkov is a beta game and may not be perfectly optimized so that might be why that is occurring. In rocket league im at 80% utilization maxed out and it usually is fine but sometimes i have seen that low % utilization there as well. ill check out tdp during those times
