HELP PLEASE (gpu issue)

Hello, hi. I recently built my pc with a lent down gpu that DOES WORK, BUT THE SCREEN KEEPS FLICKERING TO A BLACK SCREEN. No matter how many drivers I try to install and wipe, no matter how many time I check the bios if something is off  I never find a solution. PLEASE HELP. (My gpu is the ASUS R9 280X DirectCU II)

specs are 

ryzen 5 3600

T-force delta 16 gb ram 3600mhz

MSI b450 tomahawk max

samsung 970 evo 500 gb 

Seagate barracuda 2tb hdd 

asus r9 280x DirectCU ii

you could try reflashing the gpu bios

Only does it not flicker in the bios but when loaded into the os (windows 10) it flickers constantly. PLEASE HELP. (My gpu is the ASUS R9 280X DirectCU II)

Thanks for your response, but the issue is that the flickers are very constant and long which hinders me being able to download a software like gpu-z.

I know it works because, yes I did test it in another system with the same issue as my current build.

It flickered in another PC too, or did it work correctly?

Yeah it did, earlier it was doing the same thing but the computer was way more usable. With the gpu flickering every 2 minutes or so. But since I downloaded a new driver to fix it it got much worse.

But the weird thing is it doesn’t flicker in the bios and when I put it in recovery mode. I can attach a video of it happening if that helps.

Any chance you have a Linux stick to quickly boot onto? If it still flickers you'll isolate it as a hardware issue.
