Need suggestions for PC build.

I'm thinking about building a basic PC for myself for a regular use that includes surfing, streaming, downloading, etc. mostly. Also, would like to have basic video or picture editing capabilities but absolutely nothing heavier. 

 

The PC i'm thinking about has to be fully capable for everything in Windows 10/11 but a lot energy efficient or even low powered if that's possible with these OS. 

 

Also, it has to be cheaper like below 300$ (vendor giving an estimate above 400$ - no budget for that after my gaming PC) maybe even cheaper below that like around 250$ if possible, so definitely nothing fancy but good performance.

 

I would like to build it myself so as it is basic PC it would be easier and good learning experience for me. Thanks.

Just buy a cheap 3rd/4th gen dell optiplex and stick a gpu in it

All renewed dell or any other models are fraud and brand new are either not available or won't be required inexpensive.
