Dead Battery?

So my laptop battery is not charging, but, my laptop can turn on when its on battery power, but, it takes 12 HOURS to get 3%! 
but because my laptop can turn on in battery power, it makes me confused.
is it a Dead Battery?

check if your laptop has a removable battery you might want to check the battery's condition

also check if it's your charger your charger might be the problem

get HWInfo and look at the list of sensor data. Somewhere rather at the end of the list should be a battery section. There you can see your current capacity, its full charge capacity and how much it is (dis)charging with. IF the value for charging is really low (like 5 watts or so) I would consider checking your power brick
