for 1 grand, high res 60fps may not be completely obtainable. 1080p is most likely what you will get right now.

I know that you technically requested AMD, but with all the new Alder Lake parts, you could do something like this pcpartpicker.com/list/wntnmk

it's a bit over budget, but it should perform noticeably better than any AMD system for the same price point.
