I want to play these games on ultra buttersmooth: BF4, CoD, Blacklight retribution, PS2. I need a monitor and keyboard. Red and black color sceme if possible. Also I have one request Fractal Design r4 windowed. (that case looks sexy). Im in the US. My budget is 1200 dollars.

Not really much to say, I added a nice 256gb SSD that will give you plenty of space for OS and games. You may want to get a mechanical keyboard later down the road.

How is the Hyper 212 at overclocking? How much could I get?

You can think of it as the Toyota of CPU coolers, nothing too fancy but it always works well.

It depends entirely on your CPU, they vary quite a bit. I would surmise you can set your voltage to around 1.225-1.25 max
