Please help

Hope everything is well with whoever reads this. 
I have been having trouble with my pc for while. I get this stutter when playing all my games and just regular use of the computer. Happens when I move my mouse. Everything is up to date bios, nvidia drivers, windows, all firmware, chipset etc. I’ve tested my ram using windows memory diagnostic and memtest86 everything is fine, system scan, tried with gpu hardware scheduling on and off, v sync on and off, mouse pill rate from lowest to highest. Power mode to balanced to high performance, ram set to xmp and off.  Clean install of windows 10 64 bit. Literally almost everything and still get stuttering
