It depends, my windows works after changing every essential part in my computer. I think it doesn't like big changes in hardware, so if you change your hardware incrimentally you should be fine. I recommend you use an activator script to permanently activate your windows, but it carries a risk of installing malware with it. So if you choose to do this, make sure you get a clean script.

Yes, you should buy a Windows license. The license you agree to when you install it also tells you that:

LTT changes hardware on those systems probably/maybe multiple times per week, but even in that scenario them it's likely a bit of gray area. Even so, normal people change their hardware like once every few years? So it's a non-argument to not buy one, because you'll upgrade "in the future". Even if you change hardware you can transfer your license to the new system. It can simply only be active on one system at a time.

Technically, you're allowed to run in "trial" mode indefinitely. You'll get a watermark on your desktop, and you can't access personalization options like changing the wallpaper.

 

As far as LTT goes, if I recall correctly, I believe Linus discussed this before in a video and explained that they do have licenses for their benches, but they don't bother actually applying them, because they change the hardware so often. It's just a headache having to reactivate all the time.
