CPU usage stuck at 100%

Hi all,

My CPU usage is stuck at 100% as one program will take up to 50% of the CPU then, once that program calms down, another takes its place in a constant cycle, what is going on? Task manager notices this but Dragon Centre says that my CPU usage is hanging at about 20-40%

 

Example of what I'm facing:

Open task manager, task manager CPU usage hits 50%, task manager CPU usage goes down to about 11%, WMI provider host and Antimalware Service Executable both go to about 30% each, both go down, Desktop Window manager hits 20%, goes down, Radeon Software goes up to 50% and back down and so on and so on.

 

It happens with many different programs but I've noticed that it's always task manager 50% on launch (at least), then the other 2 main affectors are WMI Provider Host and Antimalware Service Executable.
